Marisia Robus, owner of Gauteng Property Inspections advises her clients who are buying property to insist on the seller providing approved building plans.
Robus says municipalities are starting to implement the SPLUMA Act and refuse to issue a rates clearance certificate unless there are approved building plans for all the structures on the property. A rates clearance certificate is necessary before the transfer of a property can proceed.
Speaking at the Reside Summit in Johannesburg, Robus pointed out that more and more municipalities are now implementing SPLUMA because councils can charge more rates and taxes if the council is aware of the full value of structures on the property
